PREFACE.

There is little need to give a detailed account of a Bishop of Hereford who, so far as we know, never set foot in his diocese. Of Thomas Poltone's parentage and early life we can discover nothing. He is described as a bachelor of laws, but of what university does not appear. Soon after the year 1400 he is found in Rome, doing important work at the papal court, where later he acted as king's proctor. In return for these services he was made Canon of Hereford and Dean of York, but, it would seem, with no obligation of residence in either case, since he continued his legal work abroad. In the years 1414-1418 he took a leading part in the proceedings of the Council of Constance, where he was protonotary for the English "nation". At the close of the Council, he returned to Italy with Martin V, the new pope elected at Constance, and was "provided" by papal bull to the vacant bishopric of Hereford on July 15, 1420, and consecrated at Florence six days later. Still, however, he did not return to England, and in November of the following year he was translated (again by papal provision) to Chichester. A further translation to Worcester followed in 1426; and in 1433 Poltone died at Basle, while attending the Council there.

The Poltone Register is one of the shortest in our series, and its entries record merely the routine work of the official through about sixteen months, together with the lists of candidates at three ordinations, taken for the absent bishop by a suffragan, John "Ennaghdunensis". In a return from the official to the Exchequer there is an interesting list of some twenty churches in Marchiis Wallie which in 1421 were either destroyed or so reduced by poverty that they were not served by any priest. [1] It is worth noting also that a sentence of excommunication pronounced against those who had violated the right of sanctuary attaching to the Cathedral compels the wrong-doers to make restitution and to crave for absolution within three days [2] - so powerful a weapon was this for defending the interests and privileges of the Church.

The Polton Register (1420-1422) is bound up in one volume (in an old binding) with those of Thomas Charleton (1327-1344), William de Courtenay (1370-1375), Richard Beauchamp (1449-1451), and the portion of that of Thomas Spofford which covers the years 1443-1449. There seems no reason, unless it be a similarity in size of the folios (12 by 9 inches) why these Registers of different centuries should have been bound together.

Polton's short Register consists of only 14 folios in all, two of which are given to Ordination Lists. There are two blank pages, and one other which contains only an entry of a few lines, while two of the remaining pages are only half filled. The writing is fairly good throughout, and apparently all by the same hand. The ink has somewhat faded, and, before the Register was bound up with the others, the first and last folios had evidently long acted as the cover, being discoloured and dirty, but quite legible.

Walter Estone reports to the Exchequer the names of those who have been appointed collectors of the tenths granted by the clergy to the king, mentioning certain monastic houses and churches which are exempt owing to their poverty.
